Unrestricted funding is important for IPPF. It allows us to remain flexible and strategic in ever-changing times.
From June to November 2019, the Independent Resource Allocation Commission conducted a thorough and consultative review.
The Commission proposed a more effective and strategic model that separates funds into three distinct streams (see diagram below).
The stream-based model was agreed by the General Assembly at their 2019 meeting in India.
Stream 1 is the largest of the three streams. It accounts for all core funds to the Secretariat and Members. At least 80% of the total funds goes into Stream 1. The stream is only open to IPPF Members and the Secretariat.
Stream 2 is for strategic projects and activites. It typically operates on 1 or 2-year time horizons. Stream 2 also caters for High Income Countries, through a ‘Leaving No-One Behind’ Channel, which will remain in place through 2022 and the 2023-25 cycle only. No more than 15% of the total unrestricted resources will be allocated to this stream.
Stream 3 is for SRHR in crisis situations. It is also known as the Emergency Response Stream. IPPF Members and Partners who experience emergencies or crisis that affect SRHR delivery are able to apply for grants under this stream. No more than 5% of all unrestricted resources can be allocated to the stream.
A new funding formula for Stream 1 will be piloted in 2022. The formula will also be used for the first three-year funding cycle in 2023-2025.
