Stream 1 accounts for at least 80% of all unrestricted funding. It is designed to support a range of difficult to fund activities and expenses, including core costs.
The fund allocations will be determined by a transparent formula using upwards of 46 different indicators to determine the country-specific indicative budget figures.
The stream will be phased in gradually to allow for a smooth transition according to these timelines:
- 2021 allocations will be determined using our current formula, so we should not expect major funding shifts.
- 2022 will be a pilot year for the new formula. It will be a one-year allocation. This will give us all a chance to gain comfort with the new system.
- 2023-25 will be the first three-year cycle, in which we will use the new formula and process. This will give us more predictability about funding for future years and will align with the start of our new strategic framework.
To access funding from the stream all eligible IPPF members and the Secretariat will have to develop organizational Business Plans in a standard template. To ensure accountability the plans will submitted for technical review to ensure they are sound and in line with the stream criteria. The process is outlined below.

Who can apply?
From 2022 onward, the stream will be open to Member Associations in OECD DAC eligible countries. If your country features on the list, you can apply.
MAs in High Income Countries will be able to apply under Stream 2: Strategic Fund.
