We are excited to announce the launch of the IPPF Secretariat Accountability Mechanism (SAM). SAM represents a significant milestone in our ongoing efforts to enhance transparency, effectiveness, and accountability within the Secretariat.
What is SAM?
SAM is designed as a feedback mechanism to improve the performance and accountability of the IPPF Secretariat. It aims to ensure that the Secretariat is aligned with IPPF’s overarching strategy, and that it continues to serve Member Associations (MAs) and Collaborative Partners (CPs) with excellence. Our goal is to ensure that the Secretariat becomes increasingly “MA-centric,” positioning itself as a robust enabler for our members worldwide.
What is the Secretariat?
The IPPF Secretariat comprises of the IPPF office in London, and regional offices in six regions. The Secretariat is responsible for strategy, income generation and distributing core funds to members, and collaborating with members on technical developments, capacity sharing and sector advancements. It also carries out direct advocacy for sexual and reproductive health and rights to international and regional bodies.
How does SAM work?
The mechanism hinges on valuable feedback from MAs and CPs across the Federation. This includes a questionnaire covering organizational and thematic areas such as capacity sharing, knowledge exchange, financial sustainability, inclusion, strategic leadership and governance, where members can provide insights on how the Secretariat is delivering on its commitments. Subsequently, focus group discussions will be organized to review the initial findings and support the prioritization of recommendations for the Secretariat.
SAM will be implemented every three years in line with the Secretariat’s business planning cycle. Over time, the mechanism will ensure the Secretariat’s work better aligns with the needs of our members.
Your role in SAM:
As a member of IPPF, your input is invaluable, as it will play a pivotal role in shaping the future success of IPPF. It’s an opportunity for you to hold the Secretariat accountable and contribute to the continuous improvement of its performance. Your honest and constructive feedback will be instrumental in identifying and driving meaningful improvements.
The SAM questionnaire and accompanying toolkit are available in Arabic, English, French, and Spanish. These will be distributed by respective regional offices. Before completing the survey, you are encouraged to consult all staff members whose work entails collaborating with the Secretariat by organizing a retrospective meeting or workshop. This will help in providing comprehensive feedback.

Please ensure that the SAM questionnaire is completed by 31 October 2023. Only one response per organization will be accepted.
