2023-25 Business Planning
The process to develop three-year business plans started in June 2022. The tools have been shared and Member Associations are busy working on the plans.
The first step in the business planning process is to identify the indicative amount that each grant-receiving MA is eligible to receive. This amount is determined by a transparent formula that considers a range of factors to establish a US Dollar amount.
But how does this formula work? What are the factors? What are the sources of information that it draws on?
Firstly, the formula uses official and updated data from very specific and agreed sources. Below are list of some of the key sources of data.
This data is uploaded into a large spreadsheet that is updated at every funding cycle. Through our approved mathematical formula, the spreadsheet produces the indicative amount.

To ensure complete transparency, we have included here a full table of all the indicative amounts for 2023-25. The indicative amount is the maximum available to a country to apply for under Stream 1 for the relevant funding cycle.
All decisions about final allocations, based on the business plans, are made by the Technical Review Team.
